What is Faculty of Development Studies (FDS)

FDS is capitalized on the Graduate Program in Development Studies, which has been training development practitioners, policy makers, researchers and students since 2006. Since Cambodia needs more well-rounded development thinkers and doers, FDS is birthed at the right time and in the right place.

FDS envisions to produce qualified human resources who are critical about development issues and innovative in solutions for development challenges. These people will perform a crucial role in the development industry at national, regional and global levels.

We see “development” as complex and intertwined economic, social, political, cultural and environmental issues. It is multi-disciplinary, multi-stranded and multi-actor. It is both a process and an end itself. We tackle these issues in three inter-related Departments: Community Development, Economic Development, and Natural Resource Management and Development.

We have over 40 faculty members who have been trained in various development models, approaches, theories and practices in Asia, Europe and America. Many of us have extensive instruction, research and work experiences in the ambit of development.

If you want to become critical and competent in research and practice as a community developer, a development economist or an NRM expert, and want to challenge yourself in the arena of development after graduation, welcome on board!

 

Admission

Admission of scholarship students is administered by the Ministry of Education, Youth and Sport based on sound results of the High School exam in Mathematics and Social Science subjects. Private students are selected by RUPP.

The application period is 15 September-30 October 2014. Application forms can be obtained at the Studies Office (Room 117 Building A).

 

Assessment

Assessments are based on the nature of respective subjects. However, students are encouraged to have formal written and/or oral examinations. Where applicable, the allocation of marks should be 10% for attendance, 20% for individual homework, 10% for a presentation of the individual homework and 60% for written and/or oral examinations. At the end of year 3, there is an industrial/community replacement during the academic year break, where students are exposed to working experience worth 2 credits based on their replacement certificate and the merit of a report about their activities. Year 4 students can either sit for an exit exam or conduct a thesis to complete the graduation requirement.

Resources

Classrooms are located in Campus I. There are several libraries within the Campus, including the Hun Sen Library and FDS resource collection. Further, students can have access to some open-source online resources.

RATH SETHIK

RATH SETHIK

Dean

r. Rath Sethik is the Dean of the Faculty of Development Studies at the Royal University of Phnom Penh (RUPP), Cambodia. With over two decades of academic and leadership experience, he has specialized in management and planning, teaching project planning and research methodology at both undergraduate and graduate levels. His career reflects a deep commitment to advancing knowledge, fostering innovation, and preparing future leaders to address Cambodia’s pressing development challenges. Dr. Sethik earned his Ph.D. in Management from Lucian Blaga University of Sibiu, Romania, a Master of Science in Regional and Rural Development Planning from Thailand, and a Bachelor of Science in Geography from RUPP. Since 2000, he has taught at RUPP, inspiring generations of students. His leadership roles include coordinating graduate programs, contributing to the UNDP Cambodia Human Development Report, and strengthening interdisciplinary research and international collaboration as Dean since 2017. He has gained extensive international experience through faculty exchanges in Japan, the USA, Romania, and Italy, enriching his academic perspective. Dr. Sethik has also led research projects on water resource management, community development, and urban transformation, supported by international partners. His vision emphasizes producing socially responsible graduates equipped to address poverty reduction, sustainability, and inclusive growth.

HENG NARET

Vice Dean

Assoc. Prof. HENG NARET (2010): PhD in Community Development, University of the Philippines Los Baňos (Philippines), (2005). MSc. in Community Development, University of the Philippines Los Baňos (Philippines), and (1998): BA (Sociology), RUPP (Cambodia). Interest of research in community development and cooperative management. My research concerns local irrigation management, social capital, cooperative management, poverty reduction, rural livelihoods, climate change and social vulnerability assessment, and payment of ecosystem services. Recent works include vulnerability assessment of climate change in Southeast Asia and livelihood improvement through learning and sharing knowledge of model farmers in Cambodia.

Vice Dean

Prof. SEAK SOPHAT (2012): PhD (Natural Resource Management), AIT (Thailand), (1999). M.Sc. (Aquaculture and Aquatic Resources Management), AIT (Thailand), and (1995). BSc. (Biology), RUPP (Cambodia). Research interest includes natural resource management and biodiversity conservation. My current research areas focus on participatory biodiversity monitoring related to management intervention, hydropower development, rural livelihoods and climate change adaptation in the Mekong region, with emphasis on conservation and livelihood improvement of rural communities.
CHOEUN KIMSENG

CHOEUN KIMSENG

Vice Dean

Mr. Choeun Kimseng is Vice Dean of the Faculty of Development Studies at the Royal University of Phnom Penh (RUPP), Cambodia. He obtained a Master of Science in Environmental Geochemistry from Joseph Fourier University Grenoble 1, France (2010), and a Master of Science in Soil Science from Khon Kaen University, Thailand (2008). He also earned a Certificate in Higher Education Teaching Pedagogy from the National Institute of Education (2005) and a Bachelor’s degree in Geography from RUPP (2003). He specializes in soil science and environmental geochemistry, with over 18 years of experiences in research and teaching. His work focuses on addressing key environmental challenges, including land degradation, soil fertility decline, and environmental pollution. His research particularly emphasizes soil, plan, water and fertilizer interactions, including nutrient dynamics and contaminant transport processes, and their implications for sustainable agricultural land management and environmental protection. In 2024, he was appointed as an Associate Professor (Foreign Visiting Faculty) at the Tokai National Higher Education and Research System (THERS) and the Graduate School of International Development, Nagoya University (GSID-NU), Japan and has also gained extensive international experiences through faculty exchanges in Japan, the USA, France, Germany, Romania, Italy and China, enriching his academic perspective. His research and teaching contribute to evidence-based policymaking in ecological restoration, sustainable land/water resource management, community development and agroecological practices in Cambodia. Through his academic leadership, he is committed to advancing environmental sustainability, promoting agroecology, sustainable land/water resource management and environmental resilience to strengthen sustainable community development initiatives at both national and regional levels.
