About Faculty

Royal University of Phnom Penh (RUPP) hosts around 22,000 students in undergraduate and postgraduate programs. It offers degrees in fields such as sciences, humanities and social sciences, engineering, education, and foreign languages.

RUPP provides Cambodia's foremost degree-level language programs through the Institute of Foreign Languages (IFL) . RUPP has full membership in the  ASEAN University Network (AUN).

There are currently 6 departments at the Institute of Foreign Languages, namely Department of English, French, Japanese, Korean, Chinese, and Thai. Currently, there are about 5,000 students studying at IFL.

RUPP has one main library – Hun Sen Library. It was opened on the 7th of January 1997 by Prime Minister Hun Sen. The library has a collection of more than 100,000 volumes in Khmer, English and French, and some volumes in Japanese, Thai, Chinese and Vietnamese, as well as smaller collections of videos, audio cassettes, CDs/DVDs and electronic resources.

IFL also has its own library called Self-Access Centre (SAC) with a collection of about 11,000 volumes in English, French, Chinese, Japanese, Korean and Thai languages. The SAC houses an extensive collection of reading, listening and video kits for language and vocabulary skills development. The center also holds a significant collection relating to general education subjects taken in the Foundation Year.

Mission

The Institute of Foreign Languages is committed to achieving its vision through the following core missions:

Delivering Premier Language Education: To offer high-quality, comprehensive programs across its six departments (English, French, Japanese, Korean, Chinese, and Thai), equipping students with advanced linguistic proficiency and professional skills essential for communication, translation, and interpretation.

2. Promoting Cross-Cultural Literacy: To cultivate deep understanding and appreciation of diverse cultures and societies, fostering graduates who can serve as effective cultural bridges in diplomatic, business, and educational sectors.

3. Fostering Language Research: To conduct and support research in applied linguistics, language pedagogy, and literature, contributing to the advancement of knowledge and the improvement of language learning within Cambodia and beyond.

4. Enriching the Learning Environment: To maintain and expand valuable resources, such as the Self-Access Centre (SAC), ensuring students have access to modern technologies and extensive collections for independent, self-directed language acquisition and lifelong learning.
